4 to 5 stud spacer track width

Im sorry if this has been asked many times, im going to be buying two sets of 4 to 5 stud wheel spacers from your shop and im wondering if the 25mm spacer, means it spaces 25mm both sides or its overal 25mm meaning 12.5mm each side?

if that makes sense lol

once again sorry if it has been asked but im been looking for an answer for awhile and couldnt find one.

Just another quick question, this is probably retarted but no one i ask is sure, i bought the spacers, and cut down one of my original wheel studs to 20mm, the question i would like to ask is, is it safe to use my old 4 stud wheels in everyday driving even though one of the studs is shorter?
 
Count the amount of full turns you get before its torqued up, I actually wanna know for myself LOL.

7 is okay, I wouldnt go any lower.
