ca18det limiting at 2-3000 rpm

hay peoples
(i cant spell good so yehh)
i have a unfinished project that i bought from other guy
its a toyota carolla te72 liftback, with a ca18det
with a t3/t4 turbo
now since they put it in they told me it workd
so i got it back to my place and tinckerd with it
now i hav it idling perfectly
evry thing iz a rough job juss to gett it workin NORMALY
technically my sett up shudd work wth no problems
bt at about 2-3000 rpm the engine hits A limiter for sum reason
now it has nothin to do with air, fuel or spark becoz it idles so well
i hav overided tha secondary butterfly valves as they r not hookd up at the moment, and still it does not fix it
i am thinkin the ecu has detectd something way out of parameters and is limiting rpms as so it does not damage the engine
any ideas or technical info would be awsumm

wot about intake piping frm turbo to manifold
if leaking ....would tht limit the revs??
and tha secondary butterflys
can i juss run the vacuum piping to tha intake manifold
or do i need the vacuum box n tit bits
 
well i mean if it was cams it wudnt rn so perfect
boost leak i'd put muney on thouu
afm iz wrking fine and plugd in soo .....
 
When I picked my 14 up, albeit an SR20, it idled fine, and revved in neutral fine, but as soon as it got into gear, it wouldn't rev past about 3k. Turned out to be cams were pretty much circular. Due to 'black death', which is down to really fucking shit maintenance. Oh when I bought it, I was told it had a boost leak, little did I know...
 
It'll cough and splutter and generally run like crap above 2.5k with AFM problems.

Check the wiring and/or replace the afm.
