Cable tie 'posts' for mounting bumpers etc?

As above, does anyone know the name of or where to get the little ally posts that bolt to say a bumper and wing to run a cable tie around to secure the bumper on? Seen them quite a few times on drift cars etc as a 'quick release' kind of thing, a thorough googling doesn't bring up much though unfortunately!
 
They are not cable ties, it's rubber bands. Also there is a way to make them yourself without spending big money. There is a DIY guide somewhere on google. He used parts from the local plumber and hardware store. Personally I find the toggle latches nicer (same thing as your average tool box)
 
I made mine for both bumpers for less than a fiver, just used some allen head bolts, washers and some perspex tubing. The ones on ebay are a ripp off.
