Do these come with fitting instructions?

they don't.
All you basically need to know is that you take your tie rods out of your steering rack, put a washer over the screw thread part on the end and screw them back up tight, ideally using threadlock as you won't be able to use the locking metal washers anymore.
 
They will also have a locking effect themselves. I've got some on my 180 and had no problems at all, but remember to adjust the tie rods shorter to compensate for the thickness of the spacer.
