You are wrong, the weight of the tow vehicle doesn't have anything to do with the train weight as only 10% of the towed weight is on the hitch.
The weight of the load is supported by the axles Of the trailer and obviously the trailer will have to braked.
The fact that the car is an import has nothing to do with it.
It's just that if a vehicle does not have max train weight on the vin plate it should not be used for towing and most jdm cars did not have that stamped on the vin

I thought this was 100% correct also as a trailer test center told me you can only pull a combined weight that does not exceed 85% of the tow car mass.
