help please with shell no reg

needing info on how to get the reg of a car without a v5 or reg plate... any ideas ?

Yeah just the vin will do i had same issue rang DVLA said I need to send the form and 25 post order and will receive either a new logbook or a letter on why they Carnt give u on le
