The one by your name is called an avatar. Go to the User CP and select change avatar and you go through it from there. It needs to be a picture on the net though to save bandwidth, you cant upload them.
To post a pic in a thread, click the yellow camera button above the text box you write in an type in the url of the picture. Again, it has to be a pic on the net as there is no option to upload your own picture.
