I've got pissed off with seized 2nd hand coilovers before and got fed up with waiting for the penetrating fluid to soak in so there's a couple of options i used.
Seized rings = decent c spanner (tein/ forged are the best) use the handle of a 3 tonne trolley jack down the end of it and crack it off on the car. If like you say both collars are spinning use 2 spanners and 2 long bars with the help of another person /wedge it against inner wing . it's less damaging on the rings to do 1 constant motion than loads of little sharp taps too.
alternatively, you'll do well to order some new rings from driftworks, so if you feel angry yet delicate and have a sharp cold chisel to hand drive a groove into the aluminium collar at its thinnest part so it's just above going into the threads, then split the rest with a long screwdriver/ lever and splay it apart so you can wind it off without touching the threads
If the worst comes to the worst and your using s body coilovers you can always slit the brackets down with a dremmel /1mm cutting disc to just above the threads (so about 2mm deep) then put the 2 parrallel brackets which bolt on to the hub into the vice and tighten up, it should splay it enough to crack the rest of the cut and retrieve the damper body.
Thats worst case senario though and if the bottom bracket threads are completely solid.
stock spares a plenty though so you made a good choice with buying supported coilovers
