Hydro pass through not locking up rear wheels 540i

1998 540i 150k. Wilwood .625"

It doesn't lock up the rear 245/40/17 wheels at 20mph pulling the e-brake as hard as my skinny self can with abs off. Just slows down the car. I know for sure the lines are correct and bled the whole system with a vacuum bleeder. Pedal feels good.

Ran a single hard line from the master cylinder to the pass through(bypassing abs system) after that teed off into each rear caliper.

Could my calipers not be functioning properly? Pads have plenty of life left.

If it's plumbed correct

Needs bleeding more I'd say .

Cheaper pads are better

It did seem like the system held a ton of fluid. I will try bleeding more and next new pads.
