rb25det will not crank

i have an rb swapped s14. i had the starter checked, and it has a new battery. the engine is not seized, but when i turn the key, the starter makes a noise like its trying to engage, but then starts clicking. i have a wiring specialties harness and everything is hooked up properly. someone told me it might need a shim but ive never heard of anything like that on a late 90s japanese car. any input would be appreciated.

Have you fitted a heavy ground strap from your engine block to the chassis?

Sounds like power issue check main power to starter and a good earth strap near starter on block to chassis rail.

Lose bolt on the starter wiring?
Grounds checked?

yep. it was a poor ground. I got the starter to crank
