ON-204 is for airbag S14 but doesn't include the resistor for the airbag, but it works with the airbag slip ring so functions with the horn and the indicators perfectly.
Simply remove the bulb to get rid of the airbag light.
The idea is that the 203 is for dual airbag, so has the resistor to keep the passenger airbag circuit working, and the 204 is for single airbag, so it doesn't matter about the airbag system - you just remove the bulb.
