s14 turbo boost issue

I am running a stand t28 turbo on the s14 engine.I have a high flow manifold,3" exhaust system, HKS filter, blow off value and a depo boost gauge. How ever it does not boost smoothly. The gauge shoots up to 0.5 bar fast and then slowly works its way up the 1 bar only when i a foot to the floor. I can see any cracks in the pipes. I am also seeing a lot of vacuum, past 0.8. My gauge does not read past that. Any thoughts why this would be like this and not smooth and for there to be so much vacuum? Also what is a safe level of boost to put into the standard engine?

Double check all the hose clamps are tight first.
It could also be your BOV is leaking, so make sure its in good condition and is on tight.
What intercooler are you running? if its standard it might be leaky.
If still no luck it might be worth fitting some kind of boost control like Greddy Profec B?
 
So at full throttle aboe 4000rpm it still doesnt go straight to 1bar?

At part throttle it would go to 0.5 quick but maybe not full boost, but at full, within the boost threshold, it should.

If so, you've probably got a boost leak. Most cars have to some extent but it's hard to tell without testing by pressurising the system using a compressor. If you've got the stock intercooler thats probably blown apart.

TBH at 1bar on the stock intercooler you will be seeing 70degC+ charge temps, which is not good for power or reliability, so I'd be getting a front mount ASAP anyhow.
