It's different because the car is in the UK as far as I know, he
does have a chance to drive it,
should be able to get all details and doesn't
have to pay up front-he can go to the guy's place, decide if he wants it and give him some money and take the car.
I just said it's a wierd way to buy a car because I've never seen it done like that with a car that is in the UK. Of course it's like that when you import (I know because I've done it) but doesn't have to be like that.
