S15 started production in '99 afaik.
From what I can gather from looking at cars in Japan, the Spec S is N/A (SR20DE) and the Spec R is turbo'd (SR20DET). Both are available in aero trim which adds skirts and spoiler.
You can get the S15 Turbo brand new here:

^^ Could be why some say they are weak and made of x material, others say they are great and made of y material.

Cheers Brian, that guy seems to sell alot of them, £460 delivered doesn't sound too bad, I'd prefere a 2nd hand one for half that price though
