ill ring him tomorow im planning to put a twin screw super charger in it to i plan to have it sticking out the bonnet like the drift emporium s15, does that meet with BDC regs?

Do a search on google, I found a company in Australia that makes triple or quad rotor cranks. Iirc the quad crank was $9000. Then it's a case of basically buying two 13b's and putting the altogether. Obv the inlet/exhaust would need fabrication and the water ways need some work

4-Rotors have to be completely custom-made IIRC
Search MadMikes RX-7. He has 26B 4-Rotor ($67000NZD) mated to a HKS Sequential Transmission (£7000+GBP) I.e. that money you happened to come into is going to have to be close to a lottery win even if you used the standard RX-7 standard transmission.
Whats wrong with keeping the 4AG? So many other options for a hatchi - SR20, F20c, 13b, 3SGE, 1UZFE - Why a 4-rotor?
Will be epic if this actually is real though .....

is that the vid were these 3 jap guys are following it and then it just takes off and leaves them stunned??? got a link to the vid?? havent seen it in years and have never been able to find it
